The best way to remove the implants (either saline or silicone) is by doing it en bloc, which means that the capsule and implants are removed as a whole unit.   If you did the proceedure you are talking about, there is a high risk of having health problems down the road by leaving all those toxins behind to migrate to other body parts.
Also, there is a chance with any other type of surgery for the saline to leak into your system during the procedure.   I know we have all been told that saline is just salt water and won't hurt you but the truth is that they get moldy and full of bacteria while in our bodies which is a great place for these buggers to grow in a warm moiste condition.
